What is UTAP?

The Union Training Assistance Programme (UTAP) reimburses 50% of out-of-pocket course fees for NTUC members who upgrade their skills through approved training.

From 1 May 2026 to 30 April 2028, UTAP now also covers AI tool subscriptions (e.g. ChatGPT, Copilot). After completing a UTAP-approved AI course, subscribe to an eligible AI tool within one year and claim up to 50% of subscription costs, shared within your annual UTAP cap.

Who can Apply?

All NTUC members can apply, provided the following conditions are met.

📚 Course & Assessment Claims

  • You must be a paid-up NTUC member before the course starts, throughout the course, and at the point of claim.
  • The course must be UTAP-approved and you must commence within the supported period.
  • You must attend at least 75% of classes and sit all prescribed examinations.
  • The course must not be fully funded by your employer or other grants.
  • You must submit your claim within 6 months of course completion. Late claims are rejected.

🤖 AI Tool Subscription Claims

  • You must have completed at least one UTAP-approved AI course (certificate or 75% attendance proof required).
  • Subscribe to an eligible AI tool within one year of completing the AI course, with the subscription start date between 1 May 2026 and 30 April 2028.
  • The AI tool subscription must be for your own personal use only, not shared or used by others.
  • The subscription must not be fully funded by your employer or other grants.
  • Submit your claim within 6 months from the subscription start date.

How to Apply?

3 simple steps. Claims are submitted online via Singpass. Here's how to get started.

1. Find an approved course or AI tool.
Search for UTAP-supported courses and eligible AI tools at the UTAP course finder → or refer to the SQC's UTAP-Approved Course List below. Check the course start date falls within the approved UTAP period.

2. Register, attend & complete.
Sign up directly with Service Quality Centre Pte Ltd (not through UTAP). Attend at least 75% of sessions and complete any exams. For AI tools, subscribe within one year of finishing your AI course.

3. Submit your claim online.
Log in with Singpass at utap.ntuc.org.sg → and submit within 6 months of course completion (or AI tool subscription start). Upload your proof of payment and completion. Reimbursement arrives within 4 weeks.
