AI Governance in Asia: PDPA Updates and China’s Regulatory Frontier

Devan Nair Institute for Employment and Employability, Singapore 609607

Session 1: Latest Development of PDPA in an AI Era (9:30am - 10:30am)

Singapore’s Personal Data Protection Act (PDPA) was enacted in 2012 and underwent a significant amendment in 2020. Over the years, organisations’ capability to comply with the PDPA has matured, while the nature of data protection infringements and the focus of regulatory enforcement have continued to evolve.

At the same time, the rapid adoption of artificial intelligence (AI) technologies presents new challenges for both organisations and governments. While AI offers significant opportunities to enhance efficiency, innovation, and decision-making, it also introduces complex data protection, governance, and ethical risks. Striking the right balance between harnessing AI’s potential and managing its risks has become increasingly critical.

What you will learn:

  • Review the evolution of Singapore’s data protection landscape and key PDPA enforcement trends
  • Examine notable enforcement cases and what they reveal about regulatory priorities
  • Identify key data protection and governance risks arising from the use of AI
  • Discuss principles and practical approaches to governing and implementing ethical and responsible AI

Who will benefit:

  • Decision-makers responsible for setting strategy, governance, and risk appetite in a data and AI driven environment.
  • Corporate leaders and managers seeking to balance innovation with PDPA compliance, ethical AI adoption, and reputational risk management.
  • Organisations led by forward‑looking leadership aiming to harness AI responsibly while maintaining trust, regulatory confidence, and long term sustainability.

Session 2: Wild Wild East: Navigating China privacy and AI governance regulations (11:00am - 12:00pm)

China is the world’s second largest economy, with a rapidly expanding digital ecosystem driven by innovation led startups and technology enabled enterprises. Businesses operating in or engaging with China are under constant pressure to innovate quickly and push the boundaries of digital and AI applications.

At the same time, the Chinese government has introduced an increasingly robust framework of data protection, privacy, and AI related regulations to guide the market toward orderly, secure, and sustainable growth. Navigating this evolving regulatory landscape presents both compliance challenges and strategic opportunities.

What you will learn:

  • Review China’s privacy and AI governance frameworks and regulatory priorities
  • Examine key enforcement actions and case studies to understand compliance risks
  • Explore practical approaches to balancing compliance with business opportunities in China’s complex market

Who will benefit:

  • Decision-makers overseeing China strategy, cross border operations, or investments who require clarity on regulatory expectations and risk exposure.
  • Corporate leaders and managers responsible for digital transformation, AI deployment, or market expansion in China, seeking to balance speed of innovation with regulatory compliance.
  • Organisations with China‑facing operations or partnerships aiming to manage privacy and AI governance risks while capturing sustainable growth opportunities.
