From 1 July 2010, the enhanced Workfare Training Scheme (WTS) will kick in. The scheme is designed to help low-wage workers overcome barriers to training and enable them to capitalise on opportunities to learn and advance through the Continuing Education and Training (CET) system. It complements the Workfare Income Supplement (WIS) Scheme and comprises broad-based incentives for both employers to send their low wage workers for training, as well as for individual low wage workers to access training of their own.
Employers will enjoy higher rates of up to 95% course fee support and Absentee Payroll (AP) Funding when they send their low wage workers for training under the Employability Skills (ES) and/or Workforce Skills Qualifications (WSQ) frameworks.
Employees can look forward to receiving up to $2,800 per year in Workfare Income Supplement and up to $400 for skills training with Workfare Training Support
To qualify for enhanced funding under WTS, the workers must fulfill the following broad criteria:
- Singapore Citizens
- Aged 35 & above
- Average monthly salary below S$1,400 per month
- Have worked for at least 3 months in any 6-month period in the year (to receive half the payment), or worked for at least 6 months in a calendar (to receive full payment); and
- Stay in a property with an Annual Value of $11,000 and below assessment as at 31 Dec preceding the work year
